A 19-year-old man has been charged with sexual offences by police investigating allegations of child abuse in Torbay in Devon.
Jake Ormerod, of Babbacombe Road, Torquay, has been charged with two offences under the Sexual Offences Act 2003, police said.
They are engaging or inciting a girl to engage in sexual activity, and sexual touching.
He is in custody and is due to appear before Exeter Crown Court later.
The investigation was started after agencies involved in child care alerted police.
Police said on Thursday that there could be more arrests.
Officers are also investigating whether the allegations are linked to social-networking websites.
A letter designed to reassure parents has been sent to those with children attending secondary schools in the Torbay and Teignbridge areas.
The MP for Torbay, Liberal Democrat Adrian Sanders, said the operation showed the county was "one of the safest places to live".
Mr Sanders said: "We have an excellent police force and I think that the work that's been demonstrated in this particular incident by head teachers and the local authority shows that agencies will work together will share information to protect children.
"At the end of the day that's what this is about: protecting children."
